Rulemaking Activity: Annual PSRP Fee Table Consumer Price Index Adjustments
Statement of Need: PSRP fees are adjusted based on the Consumer Price Index. The OPSC Board of Directors reviews and approves these changes in June each year. The fee table in rule 325-011-0055 must be updated to reflect these changes.

Public comment period: June 18-July 23, 2026, at 5:00pm
Rulemaking Activity: PSRP Birthing Center Fee
Statement of Need: OPSC’s statute allows us to assess fees on PSRP-eligible facility types (ORS 442.850). Freestanding birthing centers are the only eligible facilities that do not currently pay an annual PSRP fee (fees are mandatory regardless of participation). OPSC’s Board of Directors determines the amount of the fee for each eligible facility type.
