Rules Advisory Committee (RAC) Meeting: Patient Safety Reporting Program (PSRP) Birthing Center Fee


About the Meeting

The purpose of this Rules Advisory Committee (RAC) meeting is to discuss and hear feedback on a proposed annual Patient Safety Reporting Program (PSRP) fee for birthing centers. OPSC seeks input from relevant stakeholders to inform a birthing center fee that will be incorporated into the established fee structure that applies to all other PSRP-eligible facilities (ORS 442.850). ‍ ‍ ‍

After the RAC ends, OPSC will discuss and thoughtfully consider input from RAC members. Then the agency will finalize the proposed text and bring it to the OPSC Board of Directors for approval. Once approved by the Board, OPSC will submit a notice of rulemaking to the Secretary of State. The public will have an opportunity to review and comment on the proposed rules as required by statute. If comments received during this period affect the final text of the rule, it will be re-submitted to the Board for final approval before the permanent rule is filed with the Secretary of State. 

What is a Rules Advisory Committee (RAC)?

A Rules Advisory Committee (RAC) is an opportunity for external experts and stakeholders to give OPSC input about proposed rulemaking. RAC members have the opportunity to review and comment on proposed rules and the agency’s Statement of Need and Fiscal Impact Statement.

OPSC considers RACs public meetings and any individual is welcome to attend, observe, and listen. However, only those specifically invited to be a member of the committee may participate fully in the meeting.
